General Power of Competence (GPoC) Declaration
Llangyfelach Community Council originally declared that it had the General Power of Competence (GPoC) on 14 November 2024.
The eligibility requirements set out within the Local Government & Elections (Wales) Act 2021 for a Council to declare itself having the General Power of Competence (GPoC) have to be re-considered annually at the Annual Meeting of Council.
Llangyfelach Community Council re-declared GPoC at the Annual Meeting of Council on 8 May 2025.

General Power of Competence (GPoC) Declaration
At the Council Meeting on 14 November 2024, Llangyfelach Community Council considered the eligibility requirements set out within the Local Government & Elections (Wales) Act 2021 for a Council to declare itself having the General Power of Competence (GPoC). Llangyfelach Community Council was satisfied that it met all three criterion.
The GPoC permits qualifying authorities to do “anything that an individual generally can do”. It is a power of first resort which means that a qualifying authority does not need to rely on specific powers in legislation to do something, so long as what is intended is not otherwise prohibited. The GPoC enables eligible Community Councils to act in their communities’ best interests, generate efficiencies and secure value for money outcomes.
The Council resolved that:
- Llangyfelach Community Council declares that it has the General Power of Competence (GPoC).
- The decision be published on the Council’s website within 7 working days of this meeting.
- The declaration of GPoC be reviewed at the Annual Meeting of Council and added to the Workplan.
